SHAMONG TOWNSHIP
By-Laws of the Cemetery Advisory Board

QUARTERLY MEETING
The first quarterly meeting of the Cemetery Advisory Board shall be held in January and the 2nd Friday in May, August and November of each year (unless otherwise noticed). Meetings begin at 10:00 AM and will be held at the Municipal Building located at 105 Willow Grove Road.

NUMBER OF BOARD MEMBERS/TERMS OF OFFICE
The Cemetery Advisory Board shall consist of seven (7) members as follows:

  • Township Mayor-President
  • Deputy Mayor-Vice President
  • Township Administrator -Secretary
  • Township CFO –Treasurer
  • Township Planner
  • Township Resident One
  • Township Resident Two
The Cemetery Advisory Board Members will serve terms as follows:

  • Township Committee Members and Township Staff – 1 year term
  • Residents – 3 year term/staggered
APPOINTMENT OF RESIDENT MEMBERS

The President/Vice President will request and accept Resident nominations for the January meeting.  All nominations must be approved by the board which will forward their recommendations to the Township Committee.

An appointee chosen by the Township Committee may fill any premature Cemetery Advisory Board vacancy until the next January meeting.

DUTIES OF BOARD MEMBERS

It shall be the duty of the President to preside at all meetings of the Cemetery Advisory Board, preserve order, sign documents and perform all other duties as may pertain to his/her office.

In the absence of the President, the Vice President or Secretary shall preside over the meeting.

BOARD DUTIES:

  • Submit annual budget request to Shamong Township by 12/15 of each year.
  • Establish pricing for Board review and approval.
  • Maintain Standard Operating Procedures submitted by Secretary.
  • Review annual audit.
  • Recommend revisions in Shamong Township Policy Manual to the Shamong Township Committee when necessary.
  • Make staffing requirements and recommendations to Shamong Township Committee when necessary.
SECRETARY DUTIES:

  • Maintain Standard Operating Procedures.
  • Prepare annual budget for Board review.
  • Oversee daily operations of Pinelands Memorial Park Cemetery.
  • Submit any expenditure greater than $3,150.00 to Cemetery Board prior to seeking Shamong Township Committee approval.
  • Make recommendations to Cemetery Advisory Board for any policy and/or pricing changes.
TREASURER DUTIES:

  • Follow all State of New Jersey procurement requirements.
  • Meet the annual budget requirements per auditors.
  • Maintain Perpetual Maintenance Preservation Fund as State of New Jersey requires.
  • Reconciliation of all cash accounts and disbursements.
Any Board Member who engages in any activity, inconsistent with the purpose of the Cemetery Advisory Board, may be removed by two-thirds vote of the full board.

AMENDMENTS

These By-Laws may be amended or revised at any Quarterly or Special Meeting of the Cemetery Advisory Board meeting by a majority vote of the Board Members present, provided notice of the meeting specifies the proposed amendments are listed on the meeting agenda and advertised accordingly.
